A new regulation that transforms the industry
On 1 April 2025, the European Commission published Regulation (EU) 2025/660, amending Annex XVII of the REACH Regulation (EC 1907/2006). For the first time, specific limits are set for polycyclic aromatic hydrocarbons (PAHs) in clay targets used in sport shooting.
The impact is significant: PAH emissions in the sector are expected to be reduced by 99%, protecting both shooters and the environment at shooting ranges.
What exactly is prohibited?
From 22 April 2026, clay targets containing a total sum of 18 indicative PAHs exceeding 50 mg/kg (0.005% of dry weight) may no longer be placed on the market or used.
Why are PAHs in clay targets being banned?
Traditional clay targets use coal tar pitch as a binder. This material releases PAHs when the target fragments upon impact, contaminating soil and water at shooting ranges.
- Carcinogenicity: several PAHs are classified as human carcinogens.
- Environmental persistence: they do not degrade easily and accumulate in soil.
- Bioaccumulation: they transfer through the food chain.
Timeline: transition period and deadline
The regulation includes a 12-month transition period (22 April 2025 to 22 April 2026). From 22 April 2026, the limit drops to 50 mg/kg.
Impact on clubs, ranges and distributors
- Shooting ranges: must verify purchased targets comply with the 50 mg/kg limit.
- Distributors: will need supplier certifications proving compliance.
- ISSF and FITASC competitions: organisers must require compliant targets.
